Summary

ES-106 confirms readiness for controlled implementation of the first LMU/COICP implementation increment.

ES-107 can begin conditionally.

Core implementation may begin after the repository branch is created and concrete build/test commands are added or stack-specific commands are documented as outside the example scope.
