This artifact summarizes the ES-108 integration package.
It records whether the integrated implementation increment is ready for ES-109 — Testing and Verification and identifies the required testing focus.

Summary¶
ES-108 reviewed and accepted the first LMU/COICP core workflow implementation increment as LMU-COICP-INT-001, with follow-up.
The integrated baseline includes incident and evidence data structures, create synthetic incident workflow, partial status and handoff update workflow, basic access-control checks, error behavior, and documented AI Incident Summary deferment.
The baseline is ready for ES-109 Testing and Verification with targeted testing focus required for evidence write failure behavior, access-control coverage, status transition validation, emergency-boundary behavior, build/test command formalization, and AI official-record path absence.

Testing focus for ES-109¶
- Evidence event creation for all official state changes.
- Failure behavior when evidence event cannot be written.
- Access-control denial for unauthorized actions.
- Invalid status transition rejection.
- Emergency and prohibited category handling.
- AI Incident Summary official-record path remains unavailable unless human review exists.

Readiness for ES-109¶
Decision: Yes, ES-109 can begin.
Testing and verification should focus on the identified guardrail-sensitive areas and remaining review findings.
Final integration statement¶
LMU/COICP is ready to begin ES-109 Testing and Verification.
The integrated baseline is acceptable because the implementation is traceable, guardrails are preserved on normal paths, AI Incident Summary remains safely deferred, and remaining gaps are visible. ES-109 must now convert those gaps into executable verification evidence.
