Summary

ES-108 reviewed and accepted the first LMU/COICP core workflow implementation increment as LMU-COICP-INT-001, with follow-up.

The integrated baseline includes incident and evidence data structures, create synthetic incident workflow, partial status and handoff update workflow, basic access-control checks, error behavior, and documented AI Incident Summary deferment.
