This artifact summarizes ES-110 Release Readiness for LMU-COICP-RC-001.
It records the release decision and determines whether ES-111 — Operational Readiness can begin.

Summary¶
ES-110 reviewed LMU-COICP-RC-001 against testing evidence, open defects, guardrail status, AI status, and release scope.
The baseline is not ready for operational pilot.
It is approved only for LMU internal engineering review using the Spring Semester Synthetic Incident Dataset and approved reviewer accounts.
The release decision preserves forward progress without pretending the system is operationally ready. Evidence write failure behavior, access-control matrix testing, invalid status transition validation, emergency-boundary testing, build/test command evidence, and retention must be addressed before operational pilot can be reconsidered.

Not approved for operational pilot.
Conditions¶
- Spring Semester Synthetic Incident Dataset only.
- 24 approved reviewer accounts only unless readiness is repeated.
- No real campus incident use.
- AI Incident Summary disabled.
- Evidence write failure behavior must be verified before pilot.
- Access-control matrix testing must be completed before pilot.
- Invalid status transition defect must be fixed and retested before pilot.
- Emergency/prohibited category testing must be formalized before pilot.
- Build/test command evidence must be finalized before release-quality baseline.
- Retention must be resolved before production or sensitive data use.

ES-111 must not prepare:
- operational pilot with real users;
- production deployment;
- real incident use;
- AI Incident Summary use;
- sensitive-data handling;
- broad stakeholder rollout.
Readiness for ES-111¶
Decision: Yes, ES-111 can begin conditionally.
Operational readiness work may begin only for the approved LMU internal engineering review scope.
ES-111 must not prepare this baseline for real operational pilot until release-blocking issues are resolved and ES-110 is repeated.
Final release-readiness statement¶
LMU/COICP is ready to begin ES-111 Operational Readiness only for internal engineering review.
The project remains coherent: ES-109 produced a tested but limited baseline, ES-110 made the release boundary explicit, and ES-111 must prepare only the operational support needed for that exact boundary.
