This artifact reviews guardrail status for ES-110 release readiness.

For LMU/COICP, guardrails determine whether RC-001 can be used beyond internal engineering review. In this case, guardrails support only a controlled internal review and block operational pilot.

Blocking guardrail issues

  • Evidence write failure behavior is not verified.
  • Full access-control matrix is not tested.
  • Direct-update bypass risk is not fully closed.
  • Emergency-boundary test must be formalized before operational use.
  • Handoff evidence completeness must be strengthened before pilot.

Conditional guardrail issues

  • AI guardrail passes only because AI Incident Summary is disabled/deferred.
  • Retention guardrail passes only because no production or sensitive records are released.
  • Access guardrail passes only for approved internal-review accounts.
  • Evidence guardrail passes only for normal paths, not failure paths.
  • Emergency-boundary guardrail requires Campus Safety scenario review before deployment and formal verification before pilot.
